Stew
Only when it's frozen. Cup of warm water over it and then activate them. See if it retracts.
rtbiscuit
lift bumper up and push washer down. should pop back, mine used to catch on the top lip of the opening.
BulletMagnet
+1 on cold weather conditions. Happened to me once last winter, now I try not to use the washers with headlights on first thing in the morning. Usually do a last screen wash after the last drive of the day to keep it clear for the next day, just in case.
clarkie34
Mine only sticks out when froze.

Stew
All UK cars have them. They work when you spray the windscreen when your headlights are on.
