Scumbag thinks he's smart by not giving out his details and using his supposed stupidity to get him off the hook. Gardai (Police) can see he is recording (one mentions it to the other) and they take the softly-softly approach. If it was the US they'd have pulled him from the car and tazered him after 30secs.
