WHSmith normally have a few magazines on buying or moving to France / Spain / Portugal and go through what the process is etc. They'll normally have links to estate agents that have English speakers there and you can also search properties. As far as the finance goes (and they should be able to give you advice too) check out www.mortgageoverseas.com, its a company called Conti Financial Services who specialise in financing properties abroad. It will be quite cheap, approx £100k as just looking for something to use when doing track days and the odd weekend. If I get it, may even offer a weekend or two on here, if you cut the grass (or turn on the heating if during winter) and redirect any mail if there is any.
