It was probably more to do with the lights not being bright enough, the MOT implications and also the the safety and security of other road users and pedestrians.... Oh and if you happen to be in a accident at night and you insurance see that you have this mod you probably wont get paid out.. even if its the others fault! Yeah I see where you guys are coming from but from the pics you can see that only the edges are smoked, the middle is where most light is emitted right?
