I just dont get this? Wouldnt this lane eventually build up and congest too as more and more cars get put on the road. Why dont they just make the new lane available for everyone, that way everyone will have quicker journey times

So who's going to pay for this? Oh it will the taxpayer of course! But, hey, if you want to use the lane, you will have to pay even more tax just for the priviledge.
