Just look where the arm is fixed to the spindle, the little hole is at the front, unless its full of junk . Lifting the brake pot cover, you might see if there is any water build up.
There is a drain hole near the drivers side wiper blade, it gets blocked easy. Lift the brake fluid cover too, you can see that the water just runs down the bulkhead on the outside.
Gently prise the chrome trim off the handle. there are 2 screws behind that. The handle can be taken off then. I cannot remember if that actually holds the switch trim on though.
Ignore it. I believe only the council or Police can fine you.

Also make sure that you have not got the middle button set to recycled air. That really mists the car up inside.Not that, it would cause it to mist up while its stood.
Open the window a little bit first to allow the warm air out. Shut the window, put it on auto and recirculating. Get it blowing through the face vents, it will soon numb your gums. Though I do not find the AC as cold as previous cars.
