Unless you are a muppet like me the car is fine with speed bumps on the oem ride height. Resprayed front bumpers would not worry me too much as they are very prone to stone chips. This sounds like something slightly more serious IMO.

Provided the service history is there dont worry too much about the mileage. As Spark says, if you want to mod the car then saving a few £££s on the buying price will free up some for a few extra parts.
