Looks to me like it's been poorly resprayed previously (all the lacquer is peeling off) and it will indeed need another respray if you want to rectify it correctly.

No offence then dude but it's probably good for the bin (as it's broken) unless you reinstall it and get it de-paired/divorced, not sure if that's worth your time though.
If you're worried about how it's going to be delivered then you should go and collect it.
I also wouldn't say you couldn't check over the car if they delivered it, I would be more inclined to give it a good check over.

Just for everyone who might be interested, did you get it de-paired from the car when you removed it? I think it causes problems installing it in another car if you haven't.
