Go for 3hp and 10cfm minimum. The size of the tank is what air it stores. So 100l will take longer to fill but then you can use it longer before the compressor kicks in again.

I've got a small and medium Teng, can't fault them. Can't remember the Nm ranges off the top of my head. They say torque wrenchs are only really accurate when used in the middle of their setting e.g. 1-100nm will be most accurate at 40-80ish.

I used to use wd40 but it doesn't really work. Get a proper penetrating fluid like plus gas of ferrosol and it's much much better.
