Im not sure but I think its usually sprayed for easy application and a smooth look. But I dont see why you couldnt brush it if your good with a brush.

Its a resonance chamber I think. Its like a sub box or the ART decat pipes. So it cuts rasps and high frequencies and leaves you with a deep and meaty sound. -
